Evaluation of the Democratic Governance Facility (DGF)’s Civic Education Programme funded by DANIDA (January-March 2015)


GSI was sub contracted Intermedia Development Consultants (iDC) based in Nairobi Kenya in the evaluation DGF civic education programme. The DGF (2011-2016) is an ongoing facility established by eight of Uganda's international development partners (Austria, Denmark, Ireland, the Netherlands, Norway, Sweden, the UK and the European Union), in order to promote democracy and human rights, enhance access to justice, and improve accountability in Uganda. GSI was responsible for providing governance and program management consultancy services during the evaluation of DGF’s civic education programme. Specific activities executed by GSI on this consultancy assignment included: Providing contextual content on democracy, governance, voice and accountability in Uganda; Supported the development of tools; Field work (interviews, Focused Group Discussions (FGDs), Most Significant Change (MSC), field observations) and supporting the drafting of reports and presentations for the Client.

Reviewing Human Resource Manual for Uganda Christian Lawyers Fraternity (June-August 2014)


Reviewed the current Uganda Christian Lawyers Fraternity (UCLF) Human Resource Manual into one that is live and functional for the contemporary organization. The assignment involved Aligning the UCLF with all the labour laws of the country including in the appendix an applicable Standard Job application form, appraisal form, leave form and other relevant human resource forms for UCLF. The assignment also involved developing a substantial grievous/ Disciplinary procedure that will ensure a healthy working relationship between staff members themselves and between staff members and management, reviewing or including employee performance measurement and appraisals, employee development and training, employee rewarding and compensation plus development of an applicable salary structure, Extensive consultation with the Board of Directors, Key staff members and Human Resource Committee members of UCLF, providing for health insurance policy which was missing in the manual and at the same time applicable the organization, recommending and if agreeable add any other policy that might be useful to the organization’s proper operation and simplifying and inducting the users of the manual to ensure that they understand it

Regional Food Security and Common Market Policy of East African Community study inception workshop (October 2014)


GSI was contracted by IBF International Consulting as a short term international expert for a short term mission as a workshop Coordinator to coordinate an inception workshop for the Regional Food Security and Common Market Policy of East African Community study. IBF international Consulting was contracted to carry out this study by EC’s Joint Research Centre (JRC) financed by the European Commission. GSI was involved is hotel identification, workshop coordination including all workshop logistical arrangements and paying per diems to participants on behalf of our client (IBF International Consulting). The workshop attracted participants from all the countries of the East African Region (Tanzania, Kenya, Burundi, Rwanda and Uganda).

Budget Transparency Initiative (BTI) (August-October 2014)


The Budget Transparency Initiative (BTI) is implemented in partnership by the Ministry of Finance, Planning, and Economic Development (MoFPED) and the Overseas Development Institute (ODI), and Advocates Coalition for Development and Environment (ACODE) as part of the Government of Uganda’s commitment to improving budget transparency. GSI with support from Innovation for Poverty Action (IPA), a New Jersey Non-Profit Corporation, with offices at 101 Whitney Avenue, New Haven, USA; developed the BTI Workshop Participant Handbook and also facilitated the Budget Transparency Innitiative workshops that were rolloed out in 25 target districts in Uganda.

Value for Money/Technical Audit for water and sanitation facilities for Directorate of Water Development (DWD)


GSI consultants participated in Value for Money/Technical Audit for water and sanitation facilities for Directorate of Water Development in Ministry of Water, Lands and Environment in the Districts of Nebbi, Arua, Yumbe, Moyo and Adjumani. GSI was responsible for assessing the Institutional/ Organizational development of the district water office and its relationship with other supportive and collaborative departments like Finance, Administration, Health, Community development, planning at the district and lower levels. GSI Experts were also responsible for identifying of the training needs of the local authorities and district technical staff with regard to implementation of the district Water and Sanitation Programme.

Technical audit for community water subprojects for Northern Uganda Social Action Fund (NUSAF)


GSI consultants were part of BEC Engineers consulting team that conducted the technical audit for community Water subprojects for Northern Uganda Social Action Fund (NUSAF), a World Bank funded Project under the Office of the Prime Minister in the districts of Arua, Yumbe, Lira, Kitgum, Katakwi, Kotido and Pallisa. Technical audit for community water subprojects was to generate quality information that can be used to enhance the efficiency and effectiveness of community water supply sub-projects including identifying the challenges facing communities in implementing water supply projects.

Uganda Local Governance (Olutindo) Project (October 2011-September 2013):


The Olutindo Project was a 2 year project implemented initially for one year by RTI International(a non-profit’s institute that provides research, development, and technical services to government and commercial clients worldwide based in North Carolina, USA) and later by Governance Systems International for another one year. The project was designed to improve LG-community communications for effective service delivery with initial focus on health, education, Water and sanitation and public works. The project improved citizen-government communications using innovative information technology. Using ICT and the power of information, GSI helped to increase accountability between local governments and their citizens by improving the lines of communications between citizens and the district officials around service delivery and accountability. GSI implemented the project by conducting community sensitization programs to increase community awareness on issues of good governance, accountability and service delivery, facilitating stakeholders meetings, strengthening the newly formed voluntary social accountability committees (VSACs) including overall project implementation and monitoring.
