Public Procurement Specialist: Edward is a multi-skilled professional who holds an MBA degree of the United Kingdom and is a Member of the Chartered Institute of Purchasing and Supply London. He also has an Advanced Certificate in Project Management and Program Administration of Ede the Netherlands. Edward is a Competence Based Trainer in procurement and supply chain management and a procurement trainer for the Ministry of Local Government. He holds certificates in Governance and Institutional Structures, the Use of Log Frame and Negotiations Skills among others. He was a consultant with USAID/Strengthening Democratic Linkages in Uganda (LINKAGES) for period of over three years. He has vast experience, skills and exposure to various procurement management theory and practices. Since leaving Public service in 2005, he has been training, building technical and management skills in various institutions including central and local governments and the private sector in Uganda. He is a prequalified trainer and auditor with PPDA. He was also involved in carrying out the Local government Development Framework (LGDF) baseline assessment for USAID/Governance, Accountability, Participation and Performance (GAPP) Program.
