Public Health/Governance Specialist: Dr.Paul is a Public Health Governance Specialist and the technical lead expert for Health Governance & Health Systems Strengthening at Governance Systems International. Paul possesses a PhD in Cultural Anthropology, University of Vienna, Austria University of Vienna specializing in Gender, Maternal and Child Health, Policy, governance and Programming in respect to vulnerable groups. Dr. Paul also possesses two Masters degrees in MA in Peace, Development and International Conflict Transformation, University of Innsbruck, Austria and MA in Medical Anthropology, University of Amsterdam, the Netherlands specializing in Infectious diseases, Neglected Tropical Diseases, Gender, sexual and reproductive, Qualitative and participatory research methodologies. He also has a Makerere University Bachelor of Arts degree (Upper Second Honors) in Social Work and Social Administration (social policy analysis, local government and decentralization and community based intervention strategies and social service delivery systems. Dr. Paul brings to Governance Systems International extensive experience in health research and governance including project baseline studies and evaluations focusing on maternal health Infectious diseases, Neglected Tropical Diseases, Gender, sexual and reproductive health. He has lectured in various universities and consulted with local and international agencies in Uganda and other countries. Recently he was a Team Leader for a study on governance and accountability in the health sector within the context of decentralization in Uganda conducted by Transparency International Uganda. This study involved undertaking a comprehensive document review on corruption and using quantitative and qualitative research methodologies in Uganda with particular reference to the health sector.
